Enjoying the Quantocks

So many ways to enjoy the Quantock Hills without endangering the environment or wildlife.

You can:

Explore the magnificent Great Wood.  Follow waymarked trails (including an all ability trail) from Ramscombe.  Facilities at Ramscombe include toilets and  BBQ and picnic area. A grassy glade surrounded by beautiful woodland.  For more information click here

Tackle some of the best mountain bike routes in the West Country. Buy an Ordnance Survey 140 map to create your route. Please stick to the bridleways.

Ride horses or ponies along the many bridle paths (Lydeard Hill and Staple Plain have car parks that are large enough for a horse box if you are travelling

Walk from one end of the hills to the other and enjoy the breathtaking scenery and, if you don't want to walk, ride or cycle, you can do so many other activities.  You can download a series of walks in the Quantocks by clicking here. Or download Ranger Tim's favourite walk click here

Lounge around or have a BBQ at the picnic area of Ramscombe

Spend a day at the beach - Kilve is suitable for families, especially children, who will be fascinated by the flat ammonites exposed on the foreshore and has great rock pooling as well.

Indulge your inner child and go on the West Somerset Railway which has steam trains that run from Bishops Lydeard to Minehead.

Take a stroll through the historic gardens at Hestercombe including The Edwardian Formal Garden created by Sir Edwin Lutyens and the planting by Gertrude Jekyll 

Bring the children to Fyne Court in Broomfield with its nature trails, picnic area, and, most importantly, toilets.

 

Coleridge Cottage at Nether Stowey and maybe walk the Coleridge Way.

Where can you go:

Walkers are allowed to use footpaths, bridleways and restricted byways and have right of access across the open hilltops

Horse riders and mountain bikers are well provided for through the numerous bridleways and restricted byways they are allowed to use. It is important to note however that under the CRoW Act 2000 it is illegal for motorised vehicles to off road on the Quantock Hills without specific landowners' permission.

To enjoy this area fully Ordnance Survey Explorer 140 map show all access land and the rights of way mentioned above. We hope you enjoy yourselves and leave the Quantocks in the same condition you found them.

FREQUENTLY ASKED PLANNING QUESTIONS

Below are some of the most commonly asked questions about Planning, a very important issue in the Quantock Hills AONB.

In terms of planning policy what kind of things is the Landscape Planning Officer involved in?

The Landscape Planning Officer:

• Responds to consultations on changes to national policies likely to influence the AONB (this is done through consultation initiated by the National Association of AONBs).

• Consults on emerging strategies, policies, development plans/local development documents at appropriate stages (to help ensure consistency high levels of protection for the AONB)

• Develops landscape and planning related Objectives and Actions Points for the AONB Management Plan

• Leads on the production and promotion of AONB-specific guidance that will influence planning policy and provide a useful tool to inform development management decisions e.g. landscape character assessments and associated landscape strategies, and design guidance.

In terms of Development Management (formally Development Control) what kind of things is the Landscape Planning Officer involved in?

The Landscape Planning Officer:

• Responds to consultation requests from LPAs on specific planning applications. For some applications e.g. those considered likely to have a significant adverse impact on the AONB, a site visit may be made.

• Looks at the weekly lists of applications submitted to the LPAs (when resource allows) to check that the AONB Service has been consulted.  A document entitled ‘Guidelines for referral of Planning Applications’, written as part of a Planning Protocol (currently a Draft document), has been prepared.  These guidelines will act to reduce the need for checking weekly lists in the future. 

Does the AONB Service monitor planning applications?

Yes, the AONB Service does monitor planning applications but the process of monitoring is in its infancy.  We are logging applications, noting our responses, checking and recording the planning decision and plotting this onto a GIS system.  The purpose of monitoring is to identify trends in planning e.g. types of applications, numbers, locations etc.  This information will then inform our work in the future - how we respond to applications and the types of guidance documents we produce.

I live within the Quantock Hills AONB and wish to make a planning application, where should I go for advice?

Your first port of call should be your Local Planning Authority which, if you live within the hills, will be Sedgemoor District Council, Taunton Deane Borough Council, or West Somerset Council.  Each of these Planning Authorities has a dedicated planning section on their websites, offering a range of useful information such as:

• Whether you need planning permission for the plans/works you are considering.
• How to get advice before making a planning application (pre-application advice).
• How to apply for planning permission.
• Searching for planning applications on line (past and present).
• Useful policy and background information.

If you do not have access to the internet, you can telephone the LPA and ask to speak directly to a Planning Officer or call in to the Council offices where they have Planning Receptions.

There is also a dedicated section – “Planning, Building and the Environment” – on the Communities and Local Government website. See: http://www.communities.gov.uk/planningandbuilding/

A planning application has been submitted within the AONB.  I have concerns/want to find out more.  Where should I look?

You can search on line for planning application details, again via your LPA’s website using the links above.  Once you have found the application, the supporting documentation is likely to be available to view, download and save.  If you do not have regular access to the internet you can always contact your LPA by phone or visit their planning reception.

I want to comment on a planning application. How do I do this?

You can submit comments to the LPA and view comments that others have submitted (individuals and organisations) in respect of the same application.  For directions on how to do this, you can contact your LPA or visit their website.  If you are concerned that the AONB may not have been consulted and you feel the application may threaten the character and quality of the Quantock Hills landscape, please do call the AONB Service office and ask to speak to the Landscape Planning Officer.

Your comments and/or objections will hold greater weight if they are backed up by approved policies and guidance.  Comments from individuals will be properly considered by a Planning Officer so do not be deterred from submitting comments as you may make a valid, ‘material consideration’ that others may have missed.

What types of response does the AONB Service make in respect of applications?

The AONB Service will consider all aspects of the application – type of development (e.g. commercial, domestic, conversion, agricultural), scale, style, location e.g. prominent hillside.  These factors will be considered on an individual basis as well as collectively so as to make a judgment on likely impact on the landscape. 

In most cases the AONB Service will submit comments and/or questions to the planning officer - offering guidance to inform the planning decision but also prompting consideration of specific issues that may not have been picked up on. 

Where the AONB Service believes an application would have significant adverse impacts on the AONB, objections will be made.

Who and what is an AONB partnership? - Quantock Hills

Who and what is an AONB partnership?

Caring for the Quantock Hills AONB is undertaken by many organisations and individuals including the AONB Service, all working together to keep the Quantocks as beautiful as you see today, and working to make the habitats richer, the communities stronger and the history better understood.

The AONB partnership is made up of the Joint Advisory Committee (JAC) with other interested organisations including: National Trust, RSPB, English Heritage and Police.

The Joint Advisory Committee forms a tight executive, acting as a watchdog for the AONB Service.  The AONB Service reports to the JAC at least 4 times a year, papers for which can be downloaded from this site.
The JAC is made up of our 5 core funders, Natural England, Somerset County Council, West Somerset Council, Sedgemoor District Council and Taunton Deane Borough Council.  Parish Council representatives for Spaxton, Nether Stowey, West Bagborough and Holford, and the following organisations: Forestry Commission, Friends of Quantock, Country Land & Business Association, Somerset Access Forum and Government South West.


The AONB partnership produces a Managment Plan, which is a strategic document.  This plan looks at how we would like to see the Quantock Hills in the next 20 years.  It also looks at what work needs to be undertaken to achieve this vision.  The AONB partnership works together to carry out this work. 

The AONB Service is tasked with ensuring that this works occurs, which may be through lobbying, monitoring and undertaking projects. By lobbying national and local government, and also organisations such as the National Trust we can ensure their policies will help to conserve the AONB rather than detract or damage the landscape.  A wide range of monitoring is undertaken by the AONB Service from wildlife surveys through to planning applications to ensure there are no damaging activities occurring on or near the AONB.  Various projects may include the recent Long-eared owl survey, which led to the enhancement of our knowledge of their population and nesting sites.  Further details can be found in the Management Plan.

Slow down, watch out, deer about - Quantock Hills

Slow down, watch out, deer about

The shorter days are giving rise to an annual peak in deer vehicle collisions. Rush hour traffic is coinciding with dawn and dusk which are the hours that deer tend to be most active.

In Somerset there is estimated to be more than 300 deer hit on the roads every year, and in recent years an average of 4 people a year within Somerset have been injured in accidents involving hitting or swerving to avoid deer in the road. The Deer Initiative, a group of charities and government agencies aimed at controlling the number of deer in Britain, estimates that there were at least 42,000 traffic collisions involving deer last year, but that figure could be as high as 74,000 as many incidents go unreported.

With rush hour occurring at dawn and dusk, drivers encounter deer when they are both at their most active and harder to spot.

Dr Jochen Langbein, Project Leader from  the UK Deer Vehicle Collisions Project says:

"Deer are more active at these times because there are usually not so many humans about. At dawn and dusk they come out to feed as they feel safer. It is also important to remember that deer are often in groups, and people should be prepared for several more being around if they spot one. Many drivers managed to miss one deer only to collide with a second,"

Drivers should be aware that on rural roads, particularly wooded areas, there may be very little warning before one or several deer will bolt across a road. A red deer can weigh upwards of 200lbs (90kg), which can do a lot of damage. 

Do take note of deer warning signs, by driving with caution at or below the posted speed limit. Such signs really are positioned only where animal crossings are likely.

Wild Places Competition - Quantock Hills

Wild Places Competition

Win a chance to create your own 'wild place'. Is there a woodland, meadow or pond near to you that looks neglected and in need of some care? Or maybe some wasted space that could be turned into a wildlife haven? You can now win funding to help create a really special 'wild place'.

The Quantock Hills AONB Service, Quantock Eco and Friends of Quantock have launched a brand new competition and are looking for original and innovative ideas for creating places that attract all kinds of wildlife.  This could include birds, insects, pond life and small mammals, particularly those native to the Quantocks. Winning entries will receive funding from the Quantock Hills Sustainable Development Fund.

Iain Porter, Acting Manager for the Quantock Hills AONB says:

‘We want people to roll up their sleeves, get their hands dirty and enjoy working in the outdoors to create something really special for wildlife.  So whether it’s small scale or a grand plan it has to be something that encourages wildlife, but can be for a specific species or a broad range of biodiversity, and importantly, it should be a project that everyone can visit and enjoy’.

The competition is open to Parish Councils, community groups, organisations, schools and charities within the Quantock Hills area who wish to make improvements to a current site, or create a brand new place for wildlife within their community.

Applications must be submitted by 1st February 2012 to the Quantock Hills AONB Service. Entries will be judged by a panel drawn from the AONB Service, Quantock Eco and Friends of Quantock. The successful projects will be announced on 16th March 2012.

How is the AONB involved in the planning process?

The Quantock Hills, like all AONBs in England and Wales, is not a Planning Authority. Although afforded the same level of protection as National Parks, AONBs do not share the same planning control powers (they do not have the authority to make planning decisions) and are involved in the planning process in a completely different way. The responsibility for planning within AONBs (both the development of policy and the day to day dealing with planning applications) falls to the constituent Local Planning Authorities that cross them. In the case of the Quantock Hills these authorities are: Sedgemoor District Council   Taunton Deane Borough Council  West Somerset Council  (in respect of County matters – minerals and waste planning)

How is the AONB Service involved in the planning process?

Although not having any decision-making powers, it is essential that the AONB Service plays an active role in planning issues affecting the Quantock Hills. It is important that the AONB Service does not repeat the work of the Local Authority Planning Officers. Instead our aim is to add value to their work – providing useful information about the Quantock Hills and their surroundings that will aid the Planning Officers in making decisions on planning application cases and in developing policy and guidance.

The AONB Service therefore seeks in its work to make a positive contribution to the planning process by heightening awareness of the special qualities of the Quantock Hills AONB and of the need to protect the landscape from inappropriate development. This is always done in the context of the AONB’s primary purpose – to conserve and enhance the natural beauty of the landscape.

If it can’t make planning decisions how does the AONB Service engage with and have an influence on Planning?

The Quantock Hills AONB Service currently employs a part-time Landscape Planning Officer who works two days a week. The Landscape Planner’s main purpose is to meet one of Natural England’s Core Functions. This is outlined below. Core Function K: Providing landscape related planning advice which is “influencing planning policies (e.g. spatial strategies, local development frameworks, local development documents) and supplementary guidance such as design guides and development control decisions in line with AONB purposes”. Natural England guidance, supported by the Quantock Hills JAC, is that the limited resources of an AONB Service are best spent by influencing policy and guidance (strategic planning work). Involvement in development control cases has to be selective and should not account for the majority of the Landscape Planning Officer’s workload.

What actually are AONBs?

AONB (Area of Outstanding Natural Beauty) is a statutory designation. AONBs are areas of high scenic quality that are protected through legislation. They are designated solely for their landscape qualities - for the purpose of conserving and enhancing their natural beauty (which includes landform and geology, plants and animals, landscape features and the rich history of human settlement over the centuries).

What does the AONB designation mean and how does it influence planning?

Areas of Outstanding Natural Beauty (AONBs) are protected under the provisions of the 1949 National Parks and Access to the Countryside Act, in order to secure their permanent protection against development that would damage their special qualities, thus conserving a number of the finest landscapes in England for the nation’s benefit. The Countryside and Rights of Way (CROW) Act 2000 bought in new measures to help protect AONBs further - by clarifying the role of local authorities, Natural England and other organisations in respect of AONBs. This includes a statutory requirement for local authorities to produce a Management Plan (section 89). and places a duty on all public bodies and statutory undertakers to have regard for the purposes of the designation when carrying out their function. Put simply, in terms of planning, this means that the planning decisions and policy development made by the Local Planning Authorities should respect the AONB’s purpose of conserving and enhancing the natural beauty of the landscape.   • 9 wildlife surveys undertaken as part of the national monitoring work to celebrate the UN's International Year of Biodiversity
  • A schools biodiversity and arts competition with 4 schools and over 200 students culminating in a 2 week exhibition
  • Detailed involvement with landscape and visual impact work associated with Hinkley Point C nuclear power station proposal
  • AONB commented on 45 planning applications from the 158 submitted to local planning authorities
  • Quantock Hills Access Management Group formed
  • £47,500 SDF grant paid out to 13 projects
  • 4,253 hours of volunteer input in management and project delivery across the AONB
  • Hosted a Tick Awareness Conference aimed at medical and countryside professionals with 80 delegates
  • 15 events run by the AONB Service with 259 attendees

SDF funding available for Quantock communities - Quantock Hills

SDF funding available for Quantock communities

The SDF for 20011/12 has £45,000 to allocate.This will provide grants to organisations, businesses, community groups and individuals who wish to explore and develop practical projects that enhance, conserve and develop the environment, economy and way of life.

As less funding is available this year the maximum grant available is £10,000. The SDF Panel will give priority to projects that demonstrate strong community support and involve volunteers.

The Quantock Hills AONB Sustainable Development Fund Panel meets several times during the year to consider applications (see below). Applicants will be notified of the panels’ decision within two weeks of the application deadline.

22nd August 2011

24th October 2011

 

Projects must link with the aims of the AONB Management Plan 2009-2014.

The Quantock Hills AONB Management Plan 2009 – 2014 is available on the Publications (click here) page of this web site. The Management Plan highlights the special qualities of the AONB, the challenges the area faces and suggests how these might be addressed.

The Sustainable Development Fund supports projects that bring social, environmental and economic benefits to the Area of Outstanding Natural Beauty (AONB).

Achieving sustainable development requires working towards four goals at the same time:

- Social progress which meets the needs of everyone
- Effective protection of the environment
- Ensuring a diverse and prosperous rural economy
- Careful use of natural resources

Individual projects can place particular emphasis on any one of the four goals. Ideally, they should seek to make progress on all of them, but demonstrate no negative impact on any.

Quantock walks - Quantock Hills

Quantock walks

Some ideas for gentle, beautiful walks around the Quantock Hills.

There are so many beautiful places you can go walking on the Quantocks.  Here are a selection of a few places to for short, easy walks.  For more of a challenge get out an Ordnance Survey 140 map and plan your own routes. Otherwise here's a few you could sample.

 

 

Cothelstone Hill (Somerset County Council/AONB)

There is a 500m surfaced path from the car park to a view point over the Bristol Channel.  There are two picnic tables, one next to the car park and one about 200metres up the path on the left hand side.  No other facilities, there is a cafe and a pub nearby. (the Pines Cafe, Travellers Rest pub).

Ramscombe Picnic area, Great Wood (Forestry Commission)

There is now a new tarmac path from the main Ramscombe car park through to the picnic area.  Toilet facilities are on site. From the car park there are many forest trails around Great Wood.

Kilve beach (West Somerset Council)

Here you can take a 150m surfaced path from car park to a picnic table on the edge of the beach.  A tarmac track also leads up a gentle slope (1:12 or 8% gradient) to a higher vantage point.  There are toilet facilities and an information board at the car park, and tea rooms close by.

Fyne Court, Broomfield (National Trust)

At Fyne Court you can take trails through the woodland.  There is a circular easy-access route and a variety of other trails.  There are toilet facilities and information.  The Cafe is open from 26th March 2011 but opening times vary. Wise to check first with the National Trust tel: 01823 451587

A Quantocks more accessible for all - Quantock Hills

A Quantocks more accessible for all

Work is underway to create better information about enjoying the hills if you have a disability.

Everyone should be able to enjoy the benefits that a lungful of fresh air and a spectacular view can do to lift the spirits and ensure good quality living.  The Quantock Hills AONB Service is now undertaking work to assess the best way to get information out to those who may have previously thought the hills are too difficult for wheelchairs, pushchairs or anyone with a disability.

 

The AONB Service is currently in the process of collecting information regarding what kind of details should be available and how they should be presented.  If you currently use any of the easy access trails, or if you would like to please get in touch with us and let us know any comments you may have to add.  We would love to hear from you.

HORSES, THE LANDSCAPE AND YOU: EQUESTRIAN GUIDE TO KEEPING HORSES IN PROTECTED LANDSCAPES

South West Protected Landscapes Forum in partnership with The British Horse Society and The Farming and Wildlife Advisory Group (FWAG) launch a new publication to-day for horse keepers in the south west. The publication “Horses the Landscape and You” provides guidance, information and contacts to help make sure horses are well cared for and make a positive contribution to our landscape. The Quantock Hills AONB Service's Landscape Planning Officer, Emma-Jane Preece, has been collaborating with all the Protected Landscapes within the South West (the 14 AONBs and 2 National Parks) on this publication.

Horse owning and riding is an increasingly popular activity that is growing across the south west of England. How horses are cared for and the developments associated with keeping a horse have a significant impact on the character and quality of the South West’s special landscape. South West England is defined by the richness and diversity of its landscape. Nearly 40% of the region is recognised as internationally important through the designation of 2 National Parks and 14 Areas of Outstanding Natural Beauty (AONBs). Dave Dixon, Regional Programmes Manager working with the Protected Landscapes says, “Keeping our landscape special both now and for future generations is a job for us all. By understanding what makes our protected areas so special we can all play an active part in ensuring the landscape we pass on to future generations retains these highly regarded qualities”. Owners of horses and ponies have an important role to play in safeguarding our rich landscape. Julie Garbutt, Regional Development Officer with The British Horse Society points out that horse owners and keepers “are not only responsible for the welfare of their animal, but take on a further responsibility to care for the land on which their horses live. Managed in the right way, land can support the welfare needs of the horse, as well as maintaining and enhancing the distinctive character and wildlife of the landscape”. This new guidance combines information about legal requirements with “top tips” to ensure your horse’s life is rich and healthy whilst helping to improve the quality of the landscape in which you live and work. 2020 VISION for 16-25 YEAR OLDS

Any keen young photographers and communicators within your groups? Mosaic has teamed up with 2020VISION and the John Muir Award to be able to offer a once in a life time opportunity to a budding young photographer in Somerset.

A 16 – 25 year old will have the opportunity to be mentored by a top wildlife photographer in capturing the wonders of the wildlife of the Somerset Levels, as well as other photography outings in the South West including Exmoor and Dartmoor.

Phytophthora Ramorum Latest - Quantock Hills

Phytophthora Ramorum Latest

Phytophthora Ramorum - positive field test at Staple Plantation.

As you may have seen on the local news last night, there has been a positive field test for Phytophthora ramorum at Staple Plantation.  The National Trust are awaiting further confirmation from the Forestry Commission lab but if you wish to get the latest news on the disease, please check the Forestry Commission website: www.forestry.gov.uk/pramorum.

In the meantime, the work to clear the rhododendron from Vinny Combe is scheduled to start on 6th September.

MAKING A FURTHER EXHIBITION OF OURSELVES - Quantock Hills

MAKING A FURTHER EXHIBITION OF OURSELVES

To celebrate the International Year of Biodiversity, Quantock Hills AONB ran a painting competition to find the budding young wildlife artists amongst us. Children from local schools were asked to draw any form of life found on the Quantock Hills AONB – the only restriction was that it must live on the Quantock Hills so no lions or elephants were allowed.

A panel including professional artists Liz Gregory and Sally Clarke and JAC member Gerry Guerrier, along with members of the Quantock Hill AONB team, had the daunting task of choosing the best from over two hundred entries of outstanding quality.  After some hours, the following were chosen:

There will be an exhibition of all the participants at Fyne Court from 17th – 27th  August.  Entrance is free.

“We were all delighted with the very high standard of submissions and the children’s observation of the diverse life to be found on the Quantock Hills AONB” said Iain Porter, Acting Manager, Quantock Hills AONB.

School Trips to the Quantock Hills – note to Teachers.

The Quantock Hills are a wonderful and popular place to bring school groups, whether it’s for formal education or simply to enjoy the fresh air. The Quantock Hills AONB Service and Forestry Commission are keen to support school groups visiting the hills and forests even developing a teachers education pack available via the AONB Services’ website http://www.thequantockhills.co.uk/education/home.html aimed at helping teachers get the most out of their visit.

 

The hills and forests are very much a working landscape with management practices varying from routine woodland management in the form of thinning and felling to aerial bracken spraying and heather burning.  To help schools plan their visit to the area and to avoid possible conflict with any of the  management operations such as the ones mentioned above the AONB Service and Forestry Commission are asking teachers to contact them in advance of their trip.

 

Also some Quantock sites e.g. Ramscombe, Great Wood, are very popular at certain times of the year and it is easy for more than one school to turn up and compete for the facilities over the same site.  By notifying the AONB Service and Forestry Commission every effort is made to ensure double bookings do not happen and that your school is the only one visiting the site on the day.

 

Fortunately the AONB Service and Forestry Commission work closely together, in fact they jointly fund a Ranger who can help schools with their notification so there only need be one point of contact.  Although both organisations usually ask event organisers for six weeks notification we appreciate schools may need to work on a shorter time scale but the earlier contact is made the easier it is to sort out.

 

It is still the responsibility of the visiting school to ensure they are covered by the County Councils insurance and undertake appropriate risk assessments for the activities that they are wishing to undertake.

THE BIG DRAW: Quantock Hills Art Project - Quantock Hills

THE BIG DRAW: Quantock Hills Art Project

On the 29th June the children from schools across the Quantock Hills are gathering together for a ‘BIG DRAW’.

This is part of an art project being carried out this year by artists Sally Clark and Liz Gregory. They have been painting views looking into and out of the Quantock Hills as well as visiting local primary schools so that the children will be ready to produce some fabulous drawings out in the countryside.

On the 29th June the children from the schools of Spaxton, Crowcombe and Kingston St Mary will line up together along the drove road above Triscombe and draw the view. This will be a great opportunity for neighbouring communities to join each other in a unique and creative project.

The project, which has been supported by the Quantock Hills Sustainable Development Fund,  will culminate in an exhibition at Fyne Court, the beautiful National Trust house and gardens (with cafe) at Broomfield from the 19th July to the 1st August,  entrance free where you will be able to see the children’s  work along with the paintings by Liz and Sally.

BE ON YOUR GUARD

A timely reminder about keeping your property safe from thieves.

1. Theft from motor vehicles - there is an increase in theft of property from vehicles both in Bridgwater and in some of the villages, whether it is from private vehicles or from commercial ones. Please ensure that vehicles are left secure whenever they are unattended and that no items are left on display inside the vehicle. Simple things such as coats, bags, loose change can be a temptation to those with criminal intent. Apart from the loss of property, there is always damage to be sorted out which can cause huge inconveniences and distress to the victim. Reduce the likelihood of you becoming a victim of crime by taking a little time to check your vehicle is secure. 2. Theft of scrap metal - this is taking place largely in rural areas, but anyone with such items likely to be vulnerable. This type of crime is increasing once more due to the better prices available for scrap - and includes the theft of considerable amounts of electric cable (for the copper inside it). Again police advice is to put such items into safe storage wherever possible, if it is new stock such as cable then don't have too much around and again lock it away - if items are not suitable for storage and are not wanted then consider disposing of it yourself. 3. Finally there are an increasing number of pedal cycles being stolen in the town and rural areas. These are being stolen from sheds, garages, when they are locked outside of properties/shops as well as when they are left insecure. Some have been recovered and their rightful owner identified through the cycles being postcoded and/or recorded on the Immobilise Database (a free database where you can record many of your household items - http://www.immobilise.com) If you have information about any crime, phone the police on 0845 456 7000 or you can call anonymously to the independent charity CRIMESTOPPERS 0800 555 111. The Somerset Pathwatch Scheme - Quantock Hills

The Somerset Pathwatch Scheme

The Somerset Pathwatch Scheme is a joint initiative between Avon and Somerset Constabulary, Somerset County Council, Exmoor National Park, The Crown Estate, National Trust and both the Quantock and Mendip Hills Area of Ouststanding Natural Beauty Services. It is aimed at protecting rights of way from damage by illegal off-road vehicle activity.

Police Sergeant Whysall, of the Exmoor Safer Stronger Neighbourhood Policing Team said “This is an excellent example of how the agencies who have responsibilities for the countryside are working together. Whilst most people who drive motor vehicles off-road do so responsibly, a minority are putting legal users’ safety at risk and are damaging the Somerset countryside.”
“Pathwatch allows the public the opportunity to report incidents to the police and with the help of our partners we are looking to educate the public on the different rights of way and the types of motor vehicles legally entitled to use them.”
Anthony Trollope-Bellew, Somerset County Council Cabinet Member for the Environment, said “Somerset County Council fully supports the aims and objectives of the Pathwatch scheme as it protects the rights of legitimate users of the network and ensures landowner interests are also protected”.
Tim Russell of the Quantock AONB Services said “The Quantock Hills have suffered from significant off road use in the past. They are a particularly fragile range of hills that need to be protected and anybody using hill tracks with a motor vehicle must remember that they must have either Lawful Authority to do so or explicit landowner permission.”

Horses, the landscape and you

Our Landscape Planning Officer (Emma-Jane Preece) has played a central role within a steering group, tasked with developing the guidance document: “Horses, the landscape and you – Equestrian guide to keeping horses in protected landscapes.”

The Quantock Hills AONB Service, through the South West Protected Landscape Forum, has been collaborating with all the Protected Landscapes within the South West (the 14 AONBs and 2 National Parks) on the production of a new guidance document. 

Horse owning and riding is a multi-billion pound industry and an increasingly popular activity that is growing across the South West.  How horses are cared for and the developments associated with keeping a horse can have a significant impact on the character and quality of the South West’s special landscapes.

Owners and keepers of horses have an important role to play – not only being responsible for the welfare of their animals but also taking on a further responsibility to care for the land, thereby helping to keep the South West a beautiful place.  The guidance document provides top tips for good practice, sources of more information as well as useful contacts that will help ensure your horse is well cared for and has a positive impact on the landscape.

The guidance document covers the following topic areas:

• Managing your horse’s grazing (with detailed information on the problems of overgrazing);
• Fences, trees and hedges;
• Managing waste;
• Development, buildings and other structures; and
• A detailed section on planning, including information on when planning permission is required.

Alongside Planning and Landscape Officers from the South West’s AONBs and National Parks, the steering group has also included representatives from the British Horse Society (BHS) who have played a very active role in the development of the guidance and have shown their support of its contents by endorsing the document. It is hoped that collaboration with the BHS will ensure relevance to those relatively new to owning or keeping horses (who may not have a history of working with the land and understanding good landscape management practice) as well as the more experienced members of the equestrian community. FWAG (Farming and Wildlife Advisory Group) has also been active in developing and supporting the guidance.

At the time of writing this article, final production of the guidance is underway and it is anticipated that it will be available by the time our Spring/Summer Update is in print.  The AONB Service will be providing a direct link to the document via this website.  A co-ordinated Regional and Local Press release of the guidance is also in progress so please look out for more information in newspapers and magazines over the next few months.

Production of the South West Regional Guidance is timely, as it coincides with the production of a national guidance document on horses and the landscape, which is also about to go to print.  We will also post a notice on this website as soon as this document is made publicly available.

KEEP YOUR DOGS SAFE THIS LAMBING SEASON - Quantock Hills

KEEP YOUR DOGS SAFE THIS LAMBING SEASON

Local farmers, Quantock Rangers and Police are working closely to highlight the problems some dogs can cause to livestock on the hills. This is a familiar message given to dog owners at this time of year when lambs are being born on the hills, but it is being robustly repeated due to several recent incidents involving sheep being injured and killed on the common.

Dog owners are being asked to keep all dogs under close control and to remember that from the 1st March until 31st July they are required by law to keep their dogs on a lead when being walked across Open Access land.  It’s not just the physical attacks that cause harm but simply allowing a dog to chase sheep may cause ewes to abort or become injured.

Andy Harris, Quantock Ranger said “I’m a dog owner myself and there’s nothing I enjoy more than walking over the hills with my two retrievers, but I have to remember that livestock and wildlife can easily be disturbed if the dogs, no matter how well trained, are not under very close control”.

Andy went on to say “I have had to deal with the aftermath of several dog attacks on sheep and in all cases I believe they could have been easily avoided - it’s never easy visiting a farmer to tell them that their livestock has been injured or killed”.

If your dog does kill or cause harm to livestock, you can be liable for a significant fine and for the value of the livestock harmed - your pet may also be dispatched, the cost of which will also have to be borne by you.  Moreover, if your dog is actually seen in action harassing livestock it could be shot on sight.


Rangers are keen to help dog owners understand the responsibilities they have when visiting the countryside and will be holding dog walking events for anyone with a dog or thinking of getting a four legged friend - for more details visit the Quantock AONB Service’s website http://www.quantockhills.com.

Rhododendron clearance will prevent spread of plant disease - Quantock Hills

Rhododendron clearance will prevent spread of plant disease

To prevent the spread of the virulent plant disease Phytophthora ramorum (otherwise known as Sudden Oak Death) Rhododendron will be cleared at Vinny Combe, on the northern end of the Quantock Hills Area of Outstanding Natural Beauty (AONB), this autumn.

The wild purple flowered Rhododendron ponticum, a particularly aggressive coloniser of acid sandy soils such as those of the Quantocks, can act as a host for Sudden Oak Death.  It is a soil and water-borne fungus-like disease that infects and sometimes kills a range of plant and tree species including bilberry, beech, larch, hazel and birch but, as yet, not oak.

Nigel Garnsworthy, Somerset Countryside Head Warden for the National Trust, the landowners at Vinny Combe, said: “Phytophthora ramorum is a very real concern to us. Our experience in other parts of the country tells us that it is far better to clear this species of Rhododendron now rather than wait for an outbreak of the disease on the Quantocks. Left unchecked it would have a devastating impact on the Hills if it were to become established.”
Chris Edwards, Quantock Hills AONB manager, said: “This work is vital to safeguard the nationally-important landscape of the Quantock Hills that we all know and love. We understand the concerns of the local community who regard Vinny Combe as an asset to the hills and a beauty spot, but Phytophothora ramorum presents a very real threat and after discussions with the Parish Council and the Quantock Commons Management Group we have agreed this is the best course of action.”

Natural England funding will pay for the Rhododendron clearance in Vinny Combe. Tim Brodie-James, Phytophthora Lead at Natural England, said: “The Quantock Hills are designated for their outstanding wildlife value and we have a responsibility to conserve and enhance this.  Natural England is working in partnership to clear and dispose of large areas of Rhododendron. This will reduce the area as a potential host and thereby lessen the risk of the establishment of Phytophthora ramorum”

Somerset wildlife threatened with extinction - Quantock Hills

Somerset wildlife threatened with extinction

Wildlife under threat of local extinction, including the white clawed crayfish, tiny fern-moss and high brown fritillary butterfly, is being given a fighting chance of survival thanks to the Somerset Biodiversity Partnership.

The Somerset Priority Species List has been produced by the Partnership to highlight those plants and animals most in danger of disappearing in Somerset. It will be used to protect wildlife as part of the planning process and guide conservation efforts across the county.

There are 840 species on the priority list including the brown hare, short haired bumble bee, hairy click beetle and long-eared owl. Pearl bordered fritillary butterflies are amongst the species already thought to have become extinct in Somerset in recent years.

More than 13,000 species have been recorded in the county by
Somerset Environmental Records Centre (SERC), part of Somerset Wildlife Trust. Based on this data, the Partnership has identified wildlife most at risk, and Action Plans have been developed to protect the main places these plants and animals can be found.

ENHANCEMENT WORK AT DEAD WOMANS DITCH - Quantock Hills

ENHANCEMENT WORK AT DEAD WOMANS DITCH

We are pleased to report that the enhancement work at Dead Womans Ditch, designed to protect the Scheduled Ancient Monument Iron Ditch and improve the car park facilities, is finished.

This work finished not only on budget but also, given the atrocious weather conditions, only two weeks behind schedule.  The next stage is heather re-seeding of the earth banks, using locally sourced heather seeds, by the AONB team and the conservation volunteers

TO ALL HORSE OWNERS

KEEP AN EYE ON YOUR HORSES

Please be aware that we have been notified about a spate of incidents where horses appear to have had braids put into their manes (and at times tails) by unknown persons.  It is thought that these animals have been targeted in this way to identify them for theft at a later time.  Reports of these incidents are being made to the police and should still be reported together with any other information that may be useful regarding suspicious activity/persons/vehicles (using the general number 0845-456-7000).

Somerset Hedges Through the Seasons 2010

The Quantock Hills AONB has sponsored the Somerset Hedge Group Calendar for 2010.

This calendar includes many beautiful pictures from the 2008 Hedge Group Competition, a perfect christmas present for anyone who enjoys the Somerset countryside!  Since 2005 via Sustainable Development Funding, the AONB has played a large part in restoring Beech Hedge Banks in various locations on the Quantocks.  You may have noticed this key landscape feature which now lines the road leading up to Crowcombe Park Gate.  These beech hedges are important as they provide wildlife corridors that are vital for many local species such as bats and dormice, as well as encouraging other local native species of plants and wildlife to thrive.

New funding in Western Somerset - Quantock Hills

New funding in Western Somerset

New opportunities for project funding in Western Somerset

A new pot of funding is avaliable for projects in the Quantock Hills under the Western Somerset Local Action initiative. Local Action for Rural Communities is part of the Rural Development Programme for England, a European funded programme running from 2009 to 2013. The Rural Development Programme for England (RDPE) runs from 2007 to 2013. It is the 2nd pillar of the Common Agricultural Policy and aims to support the creation of genuinely sustainable farming, forestry and food sectors, whilst also bringing wider benefits for the economy, the environment and rural communities. It provides the major financial vehicle for protecting and enhancing the environment and securing a range of public benefits for society.

In this region, the South West of England Regional Development Agency (RDA) is responsible for ensuring that five per cent of the RDPE funding is spent on enabling community involvement in rural development. This investment is about improving the quality of life in rural areas and promoting diversification of the rural economy. The budget is channelled through the ‘Leader’ community-led approach to development, which is called Local Action in the South West.

The Western Somerset Local Action initiative has an overall vision to work towards a low carbon economy. The investment programme is now open and looking for Expressions of Interest from communities, partnerships and businesses who have a project that they feel will help to deliver the priorities for their area. How does the AONB partnership aim to care for the Quantocks over the next 5 years?

The Management Plan sets out policies, objectives and action points on how the Quantock AONB partnership will achieve its primary purpose, which is to 'conserve and enhance' the natural environment for future generations. Management Plans are statutory for all AONBs in Britain and developed through consultation with people and organisations interested in the area. The AONB Service Management Plan is available as an interactive page turn brochure and a summary sheet is also available as a pdf file

Rangers ask… - Quantock Hills

Rangers ask…

Rangers ask walkers to be mindful of breeding wildlife and ground nesting birds this summer.

June is a wonderful month to get outside and enjoy the Quantock scenery.  It is also a vital month for a lot of breeding wildlife such as ground nesting birds and Red Deer calves.  Quantock Hills AONB Service Rangers are reminding the public that these animals are vulnerable and that unnecessary disturbance can be avoided by keeping a respectful distance from the deer and keeping dogs under close control.

Red Deer Hinds (female deer) calve in sheltered, quite places and if you are lucky enough to spot a Red Deer calf please remember that during the first few days it is quite normal for the calf to be left alone between suckling bouts.  If you are at all concerned about the welfare of a deer please contact the Quantock Hills AONB office on 01823 451884.

Not every tick carries Lyme Disease and it is important to know that the disease is relatively rare. 

Senior Ranger Tim Russell has some helpful advice
“There are some simple precautions you can take to reduce your chances of getting bitten by a Tick.  Keep to paths and tracks.  If passing through areas of rough vegetation it’s a good idea to tuck trousers into socks.  Check your clothing and exposed skin for ticks at regular intervals and again at the end of the day. “

Counting on the Quantocks - Quantock Hills

Counting on the Quantocks

A new survey shows the adder count on the Quantock Hills, and visitor counters are installed

A new survey shows the adder count on the Quantock Hills, and visitor counters are installed around the Area of Outstanding Natural Beauty (AONB) to find out more about favourite spots in the area.

A new adder survey commissioned by the Quantock Hills AONB Service has revealed that numbers of adders living in the heathland of the Quantock Hills are greater than expected.  This is great news as it shows not only that the adder populations are thriving but also that the heathland is in good condition.

The survey was a pilot with numbers counted in 2 areas of the Quantock Common during March to June 2009, the success of the pilot means that more surveys will be carried out, providing further knowledge about these reclusive animals and helping the AONB Service and its partners to make informed decisions about how the Quantock heathland is managed in the future.

The adder is Britain’s only venomous reptile and although it is our most widespread snake it is in national decline.  Adders are not aggressive and will only use their venom as a last defence.  Their cautious nature means that they will move away if they detect large animals moving towards them.  If you spot an adder or snake of any type on the Quantocks we would love to hear from you, call the office on Tel: 01823 451884

The AONB Service is also using new technology to count another important animal, us! A number of visitor counters have been installed on the Quantock Hills to find out how many people are visiting the Quantocks.  The counters will provide accurate information about favoured spots and times of greater visitor pressure on the hills.  This information can then be used on projects which protect the sensitive hilltops and enhance the open access land for the people who use them.  This project was funded by Natural England.

“Both these two surveys are important in terms of providing information and increasing our knowledge, but they also play a crucial role in working out how we can enhance the Quantocks both for wildlife and people in the years to come.”

Endangered animals - Quantock Hills

Endangered animals

Endangered animals are all around us and here's your chance to help us find out more

Wildlife conservation charity, the People’s Trust for Endangered Species (PTES), is asking all wildlife lovers to take part in what will be the 7th annual survey of mammals in the urban environment; Living with Mammals. 

Since 2003, Living with Mammals has asked volunteers to look out for mammals, and their signs, around their homes, places of work and recreational land.  By continuing this work we can gain a better understanding of our wild neighbours and spot changes in their numbers before it is too late to act.

Analysis of the first five years of data has shown that garden features such as berry or seed producing plants, or gardens with a shed, pond or woodpile support more mammals. Considering gardens make up between a third and a half of the green space in urban areas their significance for wildlife and biodiversity is clear. Almost half of Britain’s terrestrial wild mammal species have been recorded in the survey, including 17 Species of Conservation Concern and seven priority species such as water voles, hedgehogs and otters.

Particularly encouraging were records of otters within the survey. Otters are good indicators of water quality in rivers and as the species increasingly makes use of urban waterways, they are becoming a flagship species in recognising the importance of the built environment in conservation.

PTES is now urging more people to get involved so they can achieve an even more robust set of results. The survey runs throughout April, May and June 2009 and PTES needs volunteers to look out for mammals in spare moments each week, at sites such as gardens, allotments, cemeteries and parks, whether you are walking the dog, getting a breath of fresh air from work or looking out of your kitchen window.

PTES Chief Executive, Jill Nelson, commented “Only by careful monitoring can we gain a picture of how wildlife is faring and take action if a species looks in decline. By taking part in our survey, and telling us which mammals you have seen, not only are you are helping conservation in the UK but you may surprise yourself with the fascinating wildlife right on your doorstep.”  David Wembridge, Surveys Coordinator for People’s Trust for Endangered Species added “The presence of these species so close to home is of enormous value and highlights how our urban green spaces blur the distinction between natural and built environments.”

Wild mammals are often difficult to spot and looking for signs such as tracks and droppings is an alternative way to identify their presence. PTES is encouraging people to become animal detectives and to discover which animals share the environment around our homes and places of work. It is not difficult to identify hedgehogs from droppings, wood mice from stashes of hidden nuts, or tracks of deer or badger.

All those who contact PTES for a survey pack will receive an exclusive full-colour Spotting Wild Mammals booklet containing information of how to identify species and recognise the field signs that they leave behind.

Flytipping doesn’t pay

Good news for the environment as Taunton Deane secure flytipping prosecution

FLYTIPPERS are being warned they face stiff penalties if they commit environmental crime by dumping rubbish indiscriminately in the beautiful Taunton Deane district.

Punishments for flytipping are severe – and Taunton Deane Borough Council has just secured a conviction against a “man with a van” who dumped waste from a closed village post office on the Quantock Hills – an Area of Outstanding Natural Beauty.

Andrew Austwick, aged 41, of Lyngford Square, Taunton, admitted one offence of flytipping when he appeared before Taunton Deane Magistrates on Thursday 15 January.

Magistrates made it clear they took into account the severity of the offence and ordered him to complete 70 hours of unpaid work for the benefit of the community and to pay prosecution and clear-up costs totalling £500.

The magistrates told Austwick: “Your actions were quite intentional – you were out to make a quick buck. You hit the jackpot in terms of damaging the environment. The whole enterprise was motivated by financial gain and you were operating without a licence. Don’t do it again.”

Maria Casey, prosecuting on behalf of the Council, told the court that an assortment of rubbish, including a glass-fronted display fridge, cash register and other items had been tipped at 20 Acre Plantation, near Cothelstone, on 1 August last year.

After being alerted to the incident by the Quantock Hills AONB Service, Investigating officer Paul Stevens from the Council’s Environmental Protection team carried out extensive and complex inquiries and the trail eventually led to an address in Lyngford Square, Taunton, the home of Andrew Austwick.

After failing to get responses to requests to meet the officers to discuss the matter, the Council started legal proceedings last October.

Miss Casey told the court the waste had been cleared away by the Council’s DLO team at a cost of £280 and entailed prosecution costs.

Admitting the offence, Austwick told the magistrates: “It was my own fault. I should have gone by the rules and I did not. I’m sorry.”

After the case Cllr Mel Mullins, Executive Councillor for Environmental Services, said: “It is satisfying to note that the Courts have recognised the seriousness of this offence by awarding a very substantial penalty.

“We live in a beautiful part of the country and we want to keep it that way. Let anyone who may be thinking of flytipping be in no doubt of the Council’s determination to gather evidence and prosecute cases of this environmental crime”.
